A. Call to Order and Determination of Quorum

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item.
C. Action on Approval of Minutes: September 10, 2015 meeting minutes.
D. Modification of Agenda: Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
E. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.
F. Public Hearing Matters
F-1 HRC-15-157 For Possible Action: To approve a request from property owner Jim Warren to install front yard decorative fencing, beadboard paneling on the front porch ceiling and to place a stone carriage step on property zoned Single Family 6000 (SF6), located at 603 West Robinson Street, APN 003-243-02. Staff Summary: The applicant is requesting to install decorative aluminum fencing with a black powder coat finish along the front property line as well as the a portion of the street-side property line, install beadboard paneling on the front porch ceiling and to place a stone carriage step in the planting strip between the sidewalk and curb in front of the house.
F-2 HRC-15-160 For Possible Action: To consider a request from the Carson City Public Works Department for Historic Resources Commission approval of the Carson City Downtown Streetscape Project as required for federally-funded projects under Section 106 of the National Historic Preservation Act of 1966. Staff Summary: As a part of their required compliance with Section 106 of the National Historic Preservation Act of 1966 for projects receiving federal funding, Carson City Public Works is requesting Historic Resources Commission review and approval of the Carson City Downtown Streetscape Project as the project may impact properties of historical significance in Carson City.
F-3 HRC-15-070 For Discussion and Possible Action: Discussion regarding the selected projects for the 2016 Historic Preservation Fund grant application and possible re-selection of a project for the grant application. (Susan Dorr Pansky)
Staff Summary: Planning Division staff will discuss the projects that were selected for the 2016 Historic Preservation Fund grant application at the September 10, 2015 Historic Resources Commission meeting and may request re-selection of a project for the grant application.
Appeal of a Commission item: An appeal must be submitted to the Planning Division within 10 days for the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. H. Public Comments**
Members of the public who wish to address the Commission may approach the podium at this time to speak on any matter not specifically included on the agenda as an action item. No action may be taken on a matter raised under this public comment portion of the agenda.
I. Action on Adjournment
** PUBLIC COMMENT: The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
