CARSON CITY PLANNING COMMISSION
AND THE GROWTH MANAGEMENT COMMISSION
WEDNESDAY, MARCH 26, 2014 AT 5:00 P.M.
COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET
CARSON CITY, NEVADA

 

Items scheduled at a specific time cannot be heard earlier than at the scheduled time per the Nevada Open Meeting Law Requirements. A dinner recess may be taken.  If a dinner recess is taken, any unfinished business will be heard after the meeting is resumed.

C.        For Possible Action:  Approval of the Minutes – January 29, 2014

Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

F.         Public Hearing Matters

 

 F-1  SUP-12-019* For Possible Action:  To review a previously approved Special Use Permit from Silver State Charter School (property owner: Silver State Charter School) for the message center free-standing sign, reviewing the operation of the sign such as brightness and sign animation, on property zoned General Commercial (GC), located at 788 Fairview Drive, APN 009-551-31. (Kathe Green)

 

Summary:  The Planning Commission approved a LED illuminated sign at the Silver State Charter School April 25, 2012, with the condition that the sign be reviewed in one year, to evaluate the sign animation for possible modification related to the lighting display.

 F-2  GM-14-005 part 1   part 2  For Possible Action:  To consider a request for a Growth Management Review from Easy Wash, LLC (property owner: Golden Gate Petroleum of Nevada, LLC) to allow for average daily water usage above 7,500 gallons per day for a car wash, on property zoned General Commercial (GC), located at 2651 Highway 50 East, APN 008-153-01.  (Susan Dorr Pansky)

 

Summary: A new car wash is proposed with estimated water demand of 13,439 gallons per day.  Any business which exceeds 7,500 gallons of water per day requires review and approval per the Resolution adopted by the Board of Supervisors pursuant to the Growth Management Ordinance, Carson City Municipal Code Section 18.12. 

  • Action to adjourn the Growth Management Commission

  • Reconvene the Planning Commission

 

F-3  SUP-13-140(A)*  For Possible Action:  To consider a request to modify a previously approved Special Use Permit from the Carson City School District (property owner: Carson City Schools) to allow a 1,912 square foot expansion of the southernmost building with associated site improvements and new future parking lot at Pioneer High School, on properties zoned Public (P), Multi-Family Apartment (MFA) and Retail Commercial (RC), located at 202 Corbett Street, APNs 002-138-17, 002-153-04, 002-153-09 and 002-153-11.  (Susan Dorr Pansky)

 

Summary:  A Special Use Permit for the expansion of Pioneer High School with associated site improvements and future parking was approved on November 19, 2013. The applicant proposes to increase the size of the approved building expansion from 1,500 square feet to 1,912 square feet including a roofline encroachment into the Corbett Street right-of-way.  The proposed expansion will create a new single, secure point of entry to the school and will include a reception area for visitor check in, administrative offices and a conference room.  Site improvements will include a new ADA accessible parking lot and sidewalk for access to the new entry point and a new future parking lot to the south.

F-4  SUP-14-004*  For Possible Action:  To consider a request for a Special Use Permit from Carson City Parks and Recreation (property owner: Carson City Parks and Recreation) for a freestanding sign at Fuji Park, on property zoned Public Regional (PR), located at 601 Old Clear Creek Road, APN 009-303-03.  (Kathe Green)

Summary:  Carson City Parks and Recreation is proposing a 35 feet tall sign, approximately 20 feet wide by 12 feet high or 240 square feet with LED illumination, with a lower section 15 feet wide and 12 feet high with five message surface signs of 15 feet by 2.4 feet or 180 square feet, for a total of 420 square feet, at Carson City Fairgrounds and Fuji Park, to be placed at the property line adjacent to Highway 395 South to advertise events and activities at the park.  All proposed signage in the Public Regional zoning district requires review and approval by the Planning Commission with regard to sign area, height, and property line setbacks.

F-5  SUP-14-007*  For Possible Action:  To consider a Special Use Permit request from Carson City Public Works (property owner: Carson City) to allow construction of a public safety communication tower, on property zoned Public Regional (PR), located at 3505 Butti Way, APN 010-031-04. (Kathe Green)

 

Summary:  This is a request from the Carson City Public Works Department for a Special Use Permit to construct a new 100 foot high public safety communication tower and associated improvements at the Carson City Corporate Yard on Butti Way.

F-6  Presentation by the CWSD (Carson Water Subconservancy District) and discussion only regarding CWSD’s Regional Floodplain Management Plan/Activities, the Stewardship Plan, the Comprehensive Regional Water System Report, and overview of the Bureau of Reclamation Plan of Study for the Carson River Watershed. Summary: The CWSD is a multi-county, bi-state agency dedicated to establishing a balance between the needs of the communities within the Carson River Watershed and the function of the river system. Its thirteen member Board of Directors consists of representatives from each of the five counties within the watershed plus two representatives from the agricultural community. Granted no regulatory authority of its own, the CWSD’s mission is to work within existing governmental frameworks to promote cooperative action for the watershed that crosses both agency and political boundaries. The CWSD strives to involve all counties and communities within the watershed in the efforts to preserve the rich history and unique resources of the Carson River Watershed.

**  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
