NOTICE OF MEETING OF THE

CARSON CITY PLANNING COMMISSION

WEDNESDAY, OCTOBER 28, 2015 AT 5:00 P.M.

COMMUNITY CENTER, SIERRA ROOM, 851 EAST WILLIAM STREET

CARSON CITY, NEVADA

 

Items scheduled at a specific time cannot be heard earlier than at the scheduled
time per the Nevada Open Meeting Law Requirements. A dinner recess may be
taken. If a dinner recess is taken, any unfinished business will be heard after the
meeting is resumed.

The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the Planning Commission, including any matter that is not specifically included on the agenda as an action item.

C.        For Possible Action:  Approval of the Minutes – September 30, 2015

D.        Modification of Agenda

Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

F.         Public Hearing Matters

F-1       SUP-15-094     For Possible Action: To conduct a five-year review of a previously approved Special Use Permit, SUP-05-187, granted to Jeff Herman (property owner: Conaliz, LLC) for metal storage containers on property zoned Retail Commercial (RC), located at 3333 N. Carson Street, APN 002-392-05. (Kathe Green)

Summary:  A Special Use Permit for a storage container is valid for five years, and then must be renewed.  The applicant is requesting to continue using the existing storage containers in their present location.  No changes are proposed to the storage containers.

F-2       SUP-15-096   For Possible Action: To conduct a five-year review of a previously approved Special Use Permit, SUP-10-049, granted to Talebi Family Trust (property owner: Talebi Family Trust 8/13/2003) ) to allow the continued use of an existing off-premises billboard on property zoned General Commercial (GC), located at 3400 Hwy 50 East, APN 008-302-04. Summary:   Special Use Permits for billboards are valid for five years and then must be renewed.  The applicant is requesting to continue the existing billboard in the present location.  No changes are proposed to the billboard.

F-3       SUP-15-078  For Possible Action: To consider a request from Sandra Chamberlin (property owner: Norman Chamberlin) for a Special Use Permit to allow a guest building exceeding 1,000 square feet, detached accessory structures of more than 75% of the size of the main residence and more than 5% of the parcel size on property zoned Single Family 1 Acre (SF1A), located at 3930 Conte Drive, APN 010-185-08.  (Kathe Green)

Summary: The applicant is requesting a Special Use Permit to construct a 2,279 square foot guest house on the subject property consisting of 1,373 square feet of living space and 906 square feet of attached garage space. A Special Use Permit is required to exceed the maximum size of 1,000 square feet for a guest house in the Single-Family 1 Acre zoning district and for accessory structures to exceed 75% of the size of the main structure as well as to exceed 5% of the parcel size in detached accessory structures.  

F-4       SUP-15-095  For Possible Action:  To consider a request from Verizon Wireless (property owner: Carson Gaming) to allow a new wireless telecommunication tower with an 80-foot tall monopole, on property zoned General Commercial (GC), located at 3910 S. Carson Street, APN 009-153-05.  (Kathe Green) Late Material

Summary:  This is a request to allow a new 80-foot high wireless telecommunication monopole with associated improvements in the General Commercial zoning district. New telecommunication facilities require approval of a Special Use Permit. The proposed height of the equipment also requires review to exceed 45 feet in the General Commercial zoning district.  

F-5       SUP-15-105   For Possible Action: To consider a request from Adams 308 N. Curry LLC (property owner: Hop & Mae Adams Foundation) for a Special Use Permit to allow off-site parking within 300 feet in support of an approved project under SUP-15-066 at 308 N. Curry Street in the Downtown Mixed Use (DTMU) and Residential Office (RO) zoning districts, located at 234 N. Curry Street, APN 003-212-01.  (Susan Dorr Pansky)

Summary:  Where a project cannot provide the required parking on-site, off-site parking may be approved within 300 feet by Special Use Permit. The applicant has acquired the parking lot across the Proctor Street right-of-way from 308 N. Curry Street where the new project is being constructed in order to meet the parking requirement.

F-6       SUP-15-093 Applic  Maps    For Possible Action: To consider a request from Carson City Agency Solutions (property owner: Capital Vending Company, Inc.) for a Special Use Permit to allow a Medical Marijuana Production Facility in the General Industrial (GI) zoning district, located at 4949 Hwy 50 East, Suite A-4, APN 008-371-05.  (Susan Dorr Pansky)

Summary:  The applicant is proposing a Medical Marijuana Production Facility in an existing 2,100 square foot tenant space in one of the two existing buildings at 4949 Hwy 50 East within the General Industrial zoning district. Per the ordinance passed by Carson City in July 2014, Medical Marijuana Establishments are allowed in designated zoning districts and areas in Carson City with the approval of a Special Use Permit and subject to specific city requirements. The applicant has received a provisional certificate from the State of Nevada to operate a Medical Marijuana Production Facility. Approval of the Special Use Permit will allow the applicant to move forward to obtain a Business License to operate in Carson City.

**  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
